Is there anything I need to do before I unlock it I just beat the 3rd gym still nothing

presumably, you need to do her 2nd event first. i don't know that for sure, since some of the events can be done out of order. iirc her 2nd event only unlocks after the 4th gym, but i could be wrong on that; it's the one in Arrowhead Town.
