The rough parts with MS Paint and everything else with Adobe Photoshop CS3, overlaying graphics with different opacity levels in an animation loop. Pretty easy, but took some time to get into.
Oh man! Animating with PS is such a pain. I guess it's good enough for simple signatures, but so limited and so awkward. It really wasn't built for it, just a feature added as an after-thought to deal with GIFs. It's like trying to do 3D in Word.
You'll find yourself pushed against a wall soon enough as you try to get more creative. Not trying to dissuade you from trying here! Give it a good go if you're just learning the ropes. But i'd nudge you towards trying After Effects when you're feeling a little more confident. It was built just for that and you'll find the tweening to be akin to magic when you first see it. Plus: huge variety of pre-made effects and great masking options with motion tracking and roto-scoping. It only has one big inconvenience: you'll find it hard to keep your animations simple enough for a sig afterwards ;P
Check some tuts if you're feeling daunted, it's easier than you think to get the ball rolling in AE and produce some fast eye-candy results. Wish you luck, man. That sliding glow over your name in your sig is pretty slick. Shows some skill already! You'll be putting out some awesome stuff soon, i'm sure!

Thank you for the good words my friend! I'll definetly try out AE in a while, but I was just so used to PS that I couldn't resist trying out :giggle:
A good friend of mine uses AE on an almost daily basis (he's a professional GFX designer) and he told me about it, but I was too scared to start using it, because it seemed so difficult at first. My sig was actually the first animation I did in about five years, because I was never the best with art and preferred still images at that. But now it seems more interesting again.
