I'm not sure if it's boredom, desperation, or a few screws loose but I'm actually seriously considering something like this for a render box since everything I want is perpetually out of stock... Am I nuts?

I think you're suffering from the same thing I am, FOMO.
I've been eyeballing Alienware, but what I have is still perfectly acceptable for what I want/need to do.
If it's something you really want, then do your thing.
Or, see if you can buy separate parts and just buy the cheapest pre-built you can with the graphics card and/or processor you want. Could be cheaper.

Yeah there's several issues I've been pondering.

1. My current system is definitely NOT sufficient to do any serious rendering (i5 4670 + GTX 1050Ti 4GB)
2. The only Nvidia card with enough VRAM is the 3090 and Iray doesn't support AMD cards
3. I have never seen a decent CPU or 3090 in stock for non scalper prices in the past 6-12 months
4. There are VERY few prebuilts that have both a decent CPU AND a 3090 in stock
5. Fan noise drives me absolutely nuts so I need both the CPU and the GPU water cooled and GPU water cooling isn't as easy to find as CPU water cooling (if the fans are even slightly audible I can't put up with it)

So all I've been able to come up with is either buy an overpriced prebuilt, pay off the scalpers and pay just as much as I would for a prebuilt, or do some sort of real porn game that doesn't require any renders (or maybe a text only game). I've thought about using real porn as sort of a placeholder and make a game using that for now and then swap it out for my own renders when I can actually get a system. If I do that though I wouldn't feel like it made any sense to release anything to the public until AFTER I had made the swap and replaced all the real porn with my own renders. So that's a lot of wasted time.

Another issue I've noticed with a lot of the prebuilts is that many of the components they use are extremely questionable even if the CPU and GPU are decent. EK seems to actually use good components for everything even if they do charge a pretty big premium (although it's actually not that bad considering how much all that custom water cooling stuff they use costs).

That certainly sounds like you're really needing an upgrade for what you want to do then.
Even trying to get a GTX 2060 is a nightmare.
I've seen AMD 5600 and 5700s plenty.
The absolutely beast of a content creation machine, IMHO, needs an AMD Threadripper. Expensive as hell, but you're guaranteed to find one.
I think if you're willing to spend that much on a machine, you can probably get all the parts you want (minus an AMD 5900x or 5950x and a GTX 3090), and then buy a prebuild with a GTX 3090. You could salvage the card, RAM, power unit, hard drives, and case.
You may need to do a fresh install for Windows. Buy the CPU, motherboard, GFX card, cooling.
Or, you can save the hassle and buy that PC you posted. It's a beast. You got me envious already.

That thing is a downright animal. Still pretty absurdly overpriced, imo, even with the watercooling. Have you perhaps thought about buying something similar and doing the watercooling part yourself?

, completely maxed out with a 5950X and a 3090 (you could even take off the $200 for the 9 RGB fans and throw that towards a pump/reservoir/etc.) will run you around a thousand dollars less with tax. Play around with some of the other parts and you'll have more than enough to do it yourself. 8 or 9 week wait, but seems worth it unless you have $6,000 to spare. That said, if you're able to spare this kind of money on a desktop in this economy, I don't think a thousand more dollars makes that much of a difference.
