Probably a morph for the horse, something that changes the scale of his head.
There may be several solutions, but for the time being I'd tell you to just change the Y and Z Translate values for the lRein_Base and rRein_Base bones by hand so that they are positioned as you want them to be.

I didn't apply any morph to horse 3 base
And if I select one of the two nodes you suggested, I can only bend or rotate (not move) them
I'm sorry but these are not solutions for my problem :(

P.S.

When you attach the bit and the reins, is everything OK?

My steps :
  1. Load Daz Horse 3
  2. Load DA Daz Horse 3 Pro - Complex Dark Brown in Daz Horse 3 > Materials > Daz Originals > DA Daz Horse 3 Pro Material Set
  3. Select Daz Horse 3 in the scene tab (if not already selected)
  4. Load Western Horse Tack !Load All
