You CAN carry save file from previous versions, if you don't want to bother with it, that's not my problem. Especially when I have gone out of my way to keep save files inheritable between updates as much as possible.

And judging from your previous comments, what you actually want is the full gallery. And that you are just not gonna get form me. If you don't realize how insulting this is to ask me of all people to give you the option to skip the game I made, then I don't want to even bother.

Are you referring to the event during the chain where you are invading the barbarians? If so then I believe it triggers automatically when you get to certain progress score on the invasion.

Yeah that's a known issue since the dawn of the game, because I fucked with window resolution,
run the game with this if it's unplayable to you, though there are some visual issues:

Basically what Seamonkey said, and if you missed the chance, don't worry it will come again once the penalty effect wears off.

why the slander? I assumed it was the hooded guy in the tavern but I wasn't sure because nothing happens when I go to talk to him, he just spins in place. It says I have to talk to him to help me with something. Can I do anything?

OHH, I got it. I thaught you said that I didn't get the name because I was skipping through the game like an automatic rifle. I overthinked it. I talked to him but now I can't now even though I am told to talk to him to help me start renegotiations.

So when I go visit Bailabaikal it says that I have to enter renegotiations and that Nighveil will help me with that. When I go to talk to Nighveil he spins in place.

Your save with the fixed variable is under the attachment, but pleas answer me first:
What did you do before the save? have you go to him about the Bailabaikal and paid him? or that didn't happened either?

And have you come to the situation of this save file normally? i.e. it's not from someone else nor did you do save editing or anything?

Because the variable used for the first BAR line is still on an earlier stage:

And the bug you encountered is also cost by a variable lower than it could supposed to be, I looked around and honestly can't see how it could happen like this.

I played normally. It may be due to the impurity potions or the money from the hooded figure in front of the palace. This is 100% my save, I didn't get it from anyone. Before this save I did a lot of things ignoring that aspect: finished reconstruction, achieved 99 victory points, did more dates with the duke, some fighting in the arena etc. Last time I spoke to Nighveil was after getting some info from the guys playing cards. I talked to him and skipped over the dialogue using ctrl because I was in a hurry. after that I was unable to talk to him and he would just spin in place. Thank you very much.
