Okay, so I want to ask about how do I improve my animation to make some animated porn and whatnot, but I'm not sure how to proceed with it without making it awkward. Is it possible to ask that in the Tools and Tutorials discussion board? Just curious to know.

Tools and Tutorials is meant for topics offering help, not for asking for help. I know there are a lot of topics asking for help, but they are misplaced and usually they get no answers, just clutter the place up.
(Just yesterday I waded through 12+ pages in that section looking for a certain topic and noticed way too many "help me" topics. Seriously, without them it would have been 8+ pages instead of 12+)
You could search if the tools and tutorials already has, well, tutorials for your problem, or you could always make a topic in the general offtopic section ... though maybe be more clear in what exactly you are hoping for.
I don't know my ways with the development section, but searching the other tutorials section over there can't hurt, and "dev help" sounds like a place to ask such questions - once again, searching that section for similar questions first might be helpful.

I'm looking at the development section and while it's not for a game, I can see where that's heading.
I do want to be clear though that I need the frame-by-frame animation to be smooth, consistent, and not so much squiggly.
