Rags game file refuses to be deleted

It just won't be deleted. Keeps saying the action can't be completed since it's open in rags player but I just uninstalled RAGS off of my computer.

restart the computer and then delete it

Task manager.. ctrl+alt+delete. Look for the rags process. Kill it. Then delete program.

If none of the above works enter safe mode and do it from there
