Resident modders

I am looking to post my first mod and I wonder if resident modders are still a thing?
Rule 13 of mod-uploading-rules states:
"13. Requests should be directed at our active resident modders (check pinned threads.) do not create a thread requesting for a mod, it'll be deleted."
But modding section doesn't have any sticky threads (other the mentioned rules).

If this is still a thing - Who i can turn to?

You're not requesting a mod. You are posting one. Therefore you ignore rule 13.

I don't know if it still apply, since it's been years that I haven't started a new mod, but it's probable that the thread will not appear immediately. It need to be approved by a moderator (or staff?) for this.
