First you have to build up their stats and be able to "Change" them. After that its in Special Accessories or something like that.

The expanded crew has stated that they do not have an ETA, given the big workload of updating the mod to a newer version - though they did not abandon this project, no worries there.
So sadly, the only applicable answer is "when it's done.".

"when it's done." is even funnier in this context since the game is abandoned and will never be done.

But really, current Vanilla Rogue-Like is probably more feature-complete, and there is a Prime Mod as well.

The only advantage of this one over the new version or Prime Mod is having more clothing options, and small stuff like a few poses. I wish they could be incorporated into the Prime Mod for some ULTRA mod!

Ye, modding around oni's buggy code seems to have dissuaded the author from continuing it. The current version on this thread is the latest you can find of this mod.
There is another mod called "Prime mod" that one doesn't have any additional outfits or anything, it just makes the grinding easier and adds a few more additional content, you can check their channel log, but even that has been paused. The author released this one version with no additional content which just makes the grinding easier, and also is supposed to be compatible with oni's future releases. They said they'll continue once oni has released more content.
