Is there any point in keeping the obedience or love stats low? Will the girls' behavior change? Will new scenes unlock?

I'd view keeping certain stats low as a challenge run that may result in seeing different dialogue or getting a sense of sequence breaking.
There might be some events that play out different if they were done in a different order. For example,I think girls will generally drag you to your room for sex friend and fuck buddy events unless you're already dating. If they're dating Zero, the scene will be an in-passing description of them groping his package or whispering sweet nothings propositions in his ear. But generally I think scenes unlock based on reaching thresholds, not on having certain combinations of stats. Maybe some are looking at the difference between stats or checking that a stat is below some threshold, idk.

If your question should be read as "Do girls act different with when [stat] is high?" Yes.
They'll have diferent dialogues and facial expressions. Most obvious is when they're cleaning zero's cock.

It gets you a few different dialogues and changes to a couple of scenes. It's more for flavor really, coercing girls to do sex stuff while they have low stats makes them angry, sad or indifferent. Which can be fun to spice things up a bit.

Do you remember way back when the world was a better place and when you took Rogue for a sunbathing session you could ask her to take her top off before taking her jacket? If you asked her to take her hoodie afterwards, you'd get a special interaction that triggers with each girl, but nowadays you can only get it if you modify their bikinis to include a skirt, like Kitty's, and asking them to take their panties off before doing the skirt. So now it takes longer to get that interaction because sunbathing topless takes less stats than sunbathing naked. I never understood why Oni took that out, and never got to ask Prime to change it before he flew back to Cybertron because I figured it'd be found out and dealt with in due time.

i just had a thought now if two mutants have a baby it's going to be a mutant too, but since the mc's powers is neutralization of all powers, if they got the women in this game pregnant would the kid just be normal humans, or would they always hereditarily get their father's powers since the mother's would be deactivated during conception?

He blocks powers, but he does not delete them, both of the parents would still have the x-gene in them.
