I think he means how weird the pants and boots look together. Those pants look better with just the high heels, and the mini skirt looks better with the boots. But Emma defaults to that combination.

EXACTLY BRO, in fact that's a simple bug, I've been playing since they first added Emma, I remember the boots were part of the skirt set and not the pants.
