I don't think that's really necessary unless you want to make that kind of game with unique characters, backgrounds and stories to tell which is a lot of work by itself for a solo dev to do.I feel like the only way to do that as a solo dev would be to make the non-flasher lifestyle parts more of the 2d dating sim style click places on a map and converse with friends and other people like employers, store owners etc
What I'm thinking for NPCs is that they'd be randomly generated as the game would just be a sandbox than a branching story-based game, where your reputation would affect how NPCs would react to your presence. They would say something or ask for some sexual favours if you're a known exhibitionist. Otherwise, they mind their own business unless you flash yourself to them.
When I think of a life sim exhibitionist game, I'm thinking that it would have like a day and night cycle that lasts 24 or 48 real minutes with no intermissions. Exactly how games like The Sims, Grand Theft Auto, Skyrim, etc., handled time while you have dynamic freedom to do anything you could do as the time passes in a cycle. Early Roxanne actually had that, you could literally just wait until it's day time and then you could just streak during daylight.
If the early build was more polished to embrace daylight streaking, there could've been options to skip time by having your character do her normal life activities like sleep, watch TV, do hobbies, etc.
If the character were to have a job (typically during the day), they could slip in some exhibitionism while they're working.
If they work in a convenience store for example, maybe they could stock up products while in the nude and avoid getting caught in the process, or go bottomless while working the cash register and hope that no one would notice.
Or you could just skip work and just streak around town instead if you so desire.
Or if your character is studying at a school, you could have them skip class just to secretly streak through the hallways during class time. Or you could just attend class naked and see how your peers react as they'll share your nudes on social media.
That's the kind of game I'm talking about. You could live a day of your life normally, or you could risk ruining your reputation or get arrested by exposing yourself in public at any time just for the thrill of it.
Again, it's an ambitious concept that's hard to fully realise.
If I were to do it by myself with my current skill level, it'd be like a 2D game with an isometric perspective or oblique projection.
