RPGM Games Have a Black Bar at top of screen

I have noticed that I have started to get a huge black bar at the top of the screen on any RPGM games that I load. This will be there when not in cutscenes/CG's/ Conversations however you wish to call them. As soon as go back to the 'openworld' to move character once I move its back there is flashing of it that I can see behind the bar but it stays untill i interact with a npc though. Attached is a screen shot of it

I would complain no matter the color as it takes up a good portion of the game map

So found out the issue if anyone else has this issue.....turns out that my drivers were really out of date and once I was able to get them updated it fixed the issue the thing is I thought mine were but seems I was behind on them
