Assuming you downloaded it as a .zip file, have you tried extracting the game with a different program?

I normally use 7zip but sometimes have to extract games with winrar to avoid this failed to load error.

yeah I used winrar, its kinda been my go to since I had a similar experience back in 2018 with 7zip

You must extract it using Japanese name encoding in Winrar go to -> Options -> Name Encoding it should be Ctrl+E, choose japanese and then extract it.
