Not 100% sure what you mean by this, but yes, you can create roles and modify a server to your needs before letting other people in. I run a discord server myself for a purpose similar to this (it's for a game's cgs) so if you have any basic questions I should be able to help

Rules are how you want your server to be run. You can include your 420chan policy, rest is just how you want it to be.
Basic resources would probably describe the structure of each term (like what is usually inside each one, maybe say what the tiers are and what is included), and how you will be posting the files. posting dates are both sakimi's term release dates and the dates that you or other contributors expect to have it available
Something about this kind of server is that you'll always have people come in and ask questions that are clearly answered in rules/information, so unfortunately that is something that stays the same from f95. This can be adjusted depending on how you plan on letting people into the server
