Actually it is used as slang for both. Any Google or Wikipedia search will show this and a few other examples of it being used, Lolita, Lolicon, Lollipop ect.
Edit: Just an fyi as well, The book Lolita came out in 1955, the term Lolicon wasn't used until the 80's and it referenced the book as it's origin.
none of this changes the fact that loli (in a japanese context) has never implied the age range of teenage (elderly) girls as seen in lolita, in fact it's almost specifically one step below that point... plenty of words with completely different meanings were formed from other words... where do you think the word lolicon stems from?
