same shi happened to me it was because my antivirus kept blocking stuff, if you go into protection history see if theres anything there from the game folder, i allowed and restored all of the shit and it started working for me

This spot is great for racking up RP points. The apartment elevator mission was completely impossible for me. I tried it probably a dozen separate times. I had to unequip some stuff I had on that lowered mission gauge gain rate. Then I got it first try.
