You have to get the cum splat thing to land on them, not just spray on them in general. This is done easiest when they're stationary.
Somewhat easier in the convenience store since everyone keeps stopping to look at the merchandise but in other maps it's mostly just hanging around vending machines or following people and hope they go to a vending machine. Keep her edged and then when they stop to use the machine, go behind them and shoot.
Also mindful of targeting people who have exposed skin.
