I found a fix for me at least. Its the Glowing popup animation from the "you need to rest" notification. You can disable the glowing flashing element and the lag went away for me.

When you sleep, there's an indicator for the staff's boredom, you have to pay for the girls or get vicky to dance every couple of days.
