I can't find it anywhere in the debug menu, so I assume it's linked to the finale of the story arc, or it's got the most obscure event name.

It isn't a new scene. It's part of the scene where Alexia is visited by Andras after falling out with Rowan about Helayna.

You're able to avoid sleeping with Juliet in the design. There was a bug in this one that messes up the scene. But, it's going to be patched for March.
