This game was made with Renpy, 3dCG, and I remember one of the early scenes has the player walking in a park and meeting a jogger, and using some power on her. I think you find her later in a coffee shop. There's also a local college that he goes to and there are people there. I think there's also an apartment where you can meet three girls and use different gifts to seduce each of them. Anyone know what this is?

savior does have a scene where you mind control someone in a park but i don't think the rest of the game matches his discription. Maybe The Awakening https://f95zone.to/threads/the-awakening-v0-3-5-slim-games.9242/ It sounds vaguely similar to what you described, but not sure if it fits either.
