But it will be text based content, with softcore photos as illustration. Since you permit drawing/rendering of effective act, innocent photos, even to illustrate crude text, must also be permit.
This will draw the attention of even less desirable persons. Them will post "fictional" content made with real and explicit content. Since you permit drawing/rendering of effective act and real photo, this must be permit too.
And in the end, since you permit real life content of act through fictional stories, why even bother with stories ?
Of course, it don't happen in one day, and not as obviously as this summary, but it's how it, alas, works. I don't know exactly at what step the hacktivists jumped in, but it don't really matters. Once you're tainted, it's really hard to get ride of those undesirables persons. If you try to change the rules, they'll try to force them back, and if you move, they'll follow you.
And it's precisely where the rules matters. If you draw a clear line, and draw it over all content, it's too difficult to find a breach to use, therefore they don't even try.

The authorities are perfectly aware that this site exist. You can be sure that among the now more than 6 millions members, there's few from the FBI, Interpol, and some other agencies likes that. There's probably also few hacktivists that know about it and, like the good anarchists most of them are, they let people be, as long as it hurt no one.

Murder is illegal, there's people who break their country rules (the thing called "Law") and commit murder. So, why bother with Law ? It's what you wrote, really, just applied at the side of a country.
There's rules like there's Law. Firstly to warn people that something is not permit, and secondly for you to enforce them when they are broke by someone.
It will never prevent people to try to broke them, but it make it more difficult for them to do it. It suffice of one witness, and you know about it, then act against it.
And, of course, with a web forum it's more difficult to be unnoticed than it is at the side of a country. Your content is not ephemeral, if you aren't caught on the act, your act will still be clearly seen later, as if it just happened.
