Nope, they only give downloads from Chinese storage sites. There are services that grab files from Chinese net disks and reupload them to easier sites, but they’re pretty expensive. Some browser plugins used to work before but they are useless now.
Keep trying to register on Baidu, sometimes it randomly works. Try different VPN locations while signing up (Finland worked for me).

You can open it using notepad and check yourself. It's just a command to run proxy application.
