you can just download the aac audio file from the link you provided and then add the audio track to the japanese dub/file using ffmpeg with a powershell prompt that is opened in the folder of the files:

tbh for android, you can just go with MX player or similar, then download the DUB only aac/mp3 whatever audio, then rename with same name as original/japanese mp4 but on mp3, can with underscores like a_EN.aac/mp3
then just change the audio track on MX player
for windows tbh you can just use MPC hc then click A to switch audio instantly

Well, it's only the third non intercourse video we've had since he started making monthly animations, so I'd say the ratio is pretty low. Not even 1 per year.
Im using VLC android, Dammit, It doesn't have the "Add Audio feature" lol, When im download MX Player they "Have!" +audio, thank you so much bro the shering Infomasion!

I mean, I def would generally speaking advise for you to do those things on the PC if at all possible but if really not an option, I would just look for video editing/studio/suit apps, not media players who are usually just meant to watch already completed videos not refine or edit them
