If a character that is a minor who is undeveloped and can be mistaken by staff for a prepubescent character, then that character would violate Rule 7.

A character that is a boy who is under the age of 18 who is underdeveloped and who appears to have started puberty (even if the first day of puberty) can cause the tag shota to be applied to a game.

Anything prior to puberty is apparently out of bounds.
Therefor, what remains is not undeveloped, as development has not started beyond prepubescence.

From the point past prepubescence, you would get underdeveloped.
