OCum uses an overlay that's placed on the area (works like a temp tattoo, although the creampies are actually hacky bits of clothing that get removed when a re-clothe is issued). Looking at the Liquid pack, it's using the same method (or rather: should be, haven't opened it up in an editor). Adding it to the tongue sounds a bit harder as the HDT tongue is itself just an object (see

- note the lack of mesh to it). The easiest (although pretty hacky) way would be to offset the layer away from the face with a tongue shaped hole in it and apply at the same time as the tongue, using the same method as the OCum layers. It'd require a bit of work though, and you'd have to edit OCum Ascended to use it properly.
~Edit: opened it up, took a look. It's just Armor which means the answer is "no" since you can't apply armor to a tongue. Why someone would make these as actual armor pieces and not overlays is fucking bizarre. You could, theoretically, swap one in and out during a scene but you'd need to know how to work the OStim / OCum scripts pretty well to do so. i.e. Create a new Armor piece using the SMP drips offset off the face, edit with a tongue shaped hole in, edit the OCum script to swap in that head armor when OStim orgasm + HDT tongue were both deployed then remove it when HDT tongue was reset. Possible, but a lot of work.
TL;DR
The original author should have made these overlays. Why he did not is a mystery. If he had done, the entire package would be actually useful and not just a static deco project (I'm guessing he couldn't add SMP to overlays technically without a bit of coding).
Edit - having done a bit of thought about this while having a coffee & working, a much easier solution would be to create your own HDT texture with the drips attached. You'd probably not have SMP, but it'd be a) a whole lot less work and b) much easier to point OCum (or something like

) to using it on a conditional. So - fire up the editor, merge the HDT tongue of choice (probably looks best in a snake version) and then apply as you would a HDT tongue. Note: you're going to have to probably do a bit of code patching of OStim / Tongue to enable a conditional.
