Yes, it's her voicepack. You're also gonna need the follower mods requirement(s).

Internet googling answered: most modders sucked to fix this.

I have a project to fix this using "Actor Keyword" in dialogues and create a copy of her.
She is completely broken if you use a mod like "SSE Factions Fixes" and completely spoil your follower experience.
