I was working these three days on a new mod "Rebuilding The Blades" which solves a long standing issue I had with vanilla way of recruiting new blades.
Now you have another option when you ask Delphine:
Have you any leads?
Then she give you a list of three trusted recruits (after a long comparison my choice was Julian Serirk, Yana and Bernard from foamini list of NPCs). You have to persuade them to be recruited in the blades faction.
