If someone can upload this file to sanguine mods because these days I have slow internet:

Maybe I can help you find new recruits.
Delphine:
If you find anyone you think would make a good recruit, I can certainly take a look at them.
Here my mod start editing
Two new options of answering Delphine request that are mutually exclusive
(if you chose an option, you wont have anymore access to the other option)
1) I will see what I can do. (Vanilla Path)
2) Do you have any leads? (New path of this mod with fixed recruits advised by Delphine herself)

Delphine Answer:
AllInThisNote (injected voice in Skyrim.esm but recorded in xVASynth_3 as "Here. Take a look at this note."
