i used to be able download everything from that link but anything uploaded after 11/15 has password protection

Yep just updated the mod recently and Skyrim will crash, disabling the mod will fix the issue.
Tried with an old plugin on korean I've found and no issue as well, but I would like the english version.
So the only thing you know is that the mod makes the game crash, you don't know why, this mod is not the problem and i know because I'm running the mod right now with another 2674 mods and I'm not having a single crash, do a dry setup and start adding things, you have something that is incompatible with this mod or maybe you mod Skyrim the wrong way, like not using loot, using vortex, not using wyrebash or not cleaning things with sseedit.
when you add a mod and the game crashes don't assume its that mod´s fault, first think what that mod changes or adds and if it has any connection to another mod, in this case its an addon to another mod that mean its replacing some files and using other files from a potentially outdated mod.
And btw start using mod organizer 2 if you don't use it already, i cant miss an opportunity to remind everyone that anything that's not mo2 will destroy your modlist sooner or later unless its a small modlist (less than 400 mods) or you are using a collection.
Do you really assume i'm a noob at skyrim modding because I've just asked an older version ?

I assume someone who knows how to mod wouldn't make those mistakes, not just the outdated version that can happen to anyone, what i mean is "this mod crashes my game and when i remove it it doesn't crash anymore therefore this mod is the problem"
