To test the change before/after Skyhaven clutters are disabled/enabled use the command

"00071C2C".disable ;; Skyhaven state before advancing in the main quest

That guy that did the mod for Skyhaven interiors did a work of heart (he has gone to the point to cut his own asset from vanilla, with blender?). Things like that aren't created over one night.
