Are x-ray photos just... not worth it to make cash? Unless I'm really unlucky, so far my x-ray pictures have at most sold for 4k, and at worst around 960. You have to buy the x-ray photos for 2k a piece, so one was only a 2k profit, and the other was a net loss of 1k. I'm assuming ultra rare's would sell for a lot... but it just doesn't seem worth the effort instead of just spamming regular photos, or am I doing something wrong?

X-ray photos of joggers given to The Host when he asks for them is the way to get a great profit. You can get a lot that way, too bad that he doesn't ask too often for X-ray photos. X-ray jogger photos do not work when he asks for jogger photos, only when he asks for X-ray.

i find the Xray photos of the cops are almost always profitable, as the ones i've gotten so far had a minimum value of $5k, and if host asks for an x-ray you can presumably give him one for $15k
is there a way to make a community mod? casue i'd like to make one but i'm not able to see any documantation
Take a look at the existing expansions, it seems pretty straightforward to me.
For a community mod, put all its 1024 x 1024 pixel images in a directory, rename ".png"-s to ".pna"-s, and ".jpeg"-s to ".jpa"-s. Other than this, you'll need an ".ini" file in that directory. This is a plain text file, editable by Notepad, and the files in already existing expansions seems to have lots of comments and explanations. Basically you'll have to list the images and their meta (prices, types, traits etc.) under "[Photo]"; "id" must be the same as the directory's name, "idrange" must be a numerical range, unique compared to other expansion sets, and that's about all to it. I would suggest to copy one of the existing .ini files, and edit that to your needs.
