After playing through Sveta's route (why is this thread titled "Light" anyway?), getting her pregnant, and meeting her sister, I still haven't managed to gain access to Sveta's old apartment. After looking through the whole game and trying everything I can think of, I finally figured it out.

You can only gain access to Sveta's apartment if you chose to remember the prom and go with her at game start.

Getting access to the apartment is important if you plan to do Vika's route.

Go to the cafe or cinema at 16. She will randomly show up there, you can take her on a date to either location and then walk her home. It seems only after the cafe date will she invite you in, drink with her and you can have sex.
