From what I remember, you move in next to a young woman who's fighting with a man (or maybe she's the one moving in). I might be confusing it with another game, but I think you also beat the shit out of someone (maybe the same guy) and break his leg, but he's powerful in the city? And his father is disappointed in him? And you meet some of her friends, and take one home after a party (I think the friend has a motorcycle and a bunch of tattoos).
I'm not sure if it's the same game or not, but I think there's a subplot about you having/getting powers, and some clandestine organization that recruits you? Does this sound at all familiar?
