So after multiple attempts at reverse image searching this, I arrived at a twitter post
and when translated from google it says:
"This is a play video of "Yamikari Kowolf" being produced. There are some systems and actions that have not been implemented yet, but it's a game with this kind of atmosphere. #Red Wolf Red Wolf #Actuk MV #PixelGameMakerMV"
It was posted back on June 6 so it's probably still in development. Not sure if the game is really called "Yamikari Kowolf" probably a mistake by google translation since nothing pops up when I googled that title.

It is called "Yamigari kuro" which I guess translates to "Darkness Hunting Red Wolf".
The protagonist's name is Red Wolf, a martial artist who defeats monsters from the dark world using a suit made of materials from that dark world.
The game uses a combo system where the number of hits increases your attack power and speed and it fills your energy/stamina bar that you use for special attacks.
