it is complete but the devs. will get us new content with some updates

Does anyone know how the author makes the AI cg this consistent? and with such high quiality? what tools he may be using etc etc.

They only use AI to make the backgrounds. Well, that's what they said on their official pages.

I've returned to see if v1.3C requires me to redo the starter saves again, but it doesn't seem like anything was added? It's hard to tell as there is no patch notes for this version. I am going to assume bug fixes? Hopefully to Anna's kitchen outfits trigger not working?

I highly doubt this is the case. There are a few images where the clothing doesn't quite seem to make sense on Anna. Off the top of my head, one of her pool photos and a few of the clothing shots in the studio look just off enough to me to wonder how much is straight AI, and how much is AI with touching up.
