Officially sometime in August, unofficially, some time before the heat death of the universe (hopefully).
If there is a lot of demand, the developer can think about it. It is enough to go to his discord and ask the developer there, and not from ordinary visitors to the site.

Well, I told you guys, don't expect the update before September. They were originally aiming for a full release on Steam in September. As of now, it's not a full release on Steam but just a regular update. Although it's hard to call it 'regular' — you gotta give them props, they're stuffing the game with more and more content. Having translated the game into Russian myself, I can confidently say there's a ton of content in there, and they keep adding more with every new patch.
