There's Love and Sex Second base that game you can make numerous female characters either submissive or dominant. It's a 2d game.
If you are down with Lesbian action then you could check out Dog Days of Summer. One of the main choices in that game is deciding whether the female MC is a sub or a dom. It's a 3dcg game.
My Pleasure has a female character you have to decide to dominate or submit to. This game has some excellent 3dcg renders
New Coral City also has a few options with domination/submission including an entire story arc revolving around FemDom. Be warned though as it can go towards the exteme side of the spectrum.

S.H.E.L.T.E.R. - An Apocalyptic Tale has love/corruption routes for most characters and sub/dom for few. It's short and reeks of wasted potential but the art is great.

You asked for Anime Style, so I'd recommend Noxurtica's games. Namely Mistress vs Slave, BDSM Apocalypse, and his upcoming Apocalypse Slave x Master.
Both apocalypse games let you choose at the beginning if you want to be submissive or dominant.
Mistress vs Slave is a bit weird though. In the full steam version (which you can find somewhere in the comments of the thread) you dominate an elf that has been forced into being your prisoner. However... later in the game, after the first arc, some agreement you made backfires and you're put in the place of having to submit while you solve the problem. I haven't played it myself, so can't give much more detail.
There's also Unholy Arts, a game I cannot sing my praises to enough. It's not anime style, it's text-based (Twine HTML), but the art for the characters looks anime style. Made by DeepInteractivity, you're one of six candidates who visit a Temple, in which your goal is to rise above the others and achieve the title of Holy Priestess.
The game involves socializing with other candidates, twisting their agendas, or forcing them to submit in sexfights. The great thing is, the AIs have just as much agency to do exactly the same to you. Without cheats, it's actually a battle to dominate the others, and if you want, you could easily coerce them into dominating you.
