This game hits all my kinks. The girls are rendered beautifully, they have both japanese with subs AND english voice acting, AND they advise the player that cumming inside them will get them pregnant... in both japanese AND english.
While I didn't want to sully my usual steam account with a purchase, I had to open a new account just to purchase the game to show my appreciation.

I can take a long time to load when you first startup and it may look like it's unresponsive buts its loading. Just be patient and wait a few minute. If you have an SSD, copy the game to it. It will load in less than 30 secounds, HDD can take up to 5 minutes.

Your PC's pretty close to the minimum requirements, according to their Steam page for the game. You're right at the minimum amount of RAM, and you may be close on the GPU memory as well, depending on your graphics settings.
Minimum requirements are a 64-bit Intel or AMD processor, 64-bit Windows 7 or newer, 8 GB of RAM, a GTX 1050 or equivalent, and 9 GB of disk space. As NukaCola mentioned, the drive the game is on has a huge effect on how the game runs. I currently run it on an AMD Ryzen 5 3400G and a Radeon RX570 8GB, but I previously ran it on an I5-7600K with the same GPU.
If you're running off a standard, spinning-rust hard drive, it's because a hard drive is slow and the game loads a lot of graphical data. There may be some optimizations that could be done by the devs, but nothing us end-users can do except run it off the fastest drive available.
