I think I fulfilled all the previous steps since Catherine speaks with the Chud King and she muses about fixing up the sewers. I don't see such an upgrade from any of the vendors though. Am I looking in the wrong place?

I just brought some save files over from 3.2 and those worked fine. If it's even older than that I have no idea, but you may have messed up your saves.Save files don't seem to work from previous update.

This was all on a fresh install, moving the saves from one to the other, though I did initially just replace the old update in the same file (not smart, I know, but it used to work without issue in this game), so it's possible that, if no one else has this problem, it's just my fuck up and I somehow corrupted my own saves like a genius.

Check if you have any drinks in your inventory, you might be out. At that point you need to either make some or use the cheat chicken to.I had a question how I serve the actually drinks (I'm playing on Joiplay, android version) cuz all I can seem to do is social flirt and small chat also bartending but I actually don't serve any drink, so how I do actually serve the drinks on Android? I really struggling on how to do it, idk if can be played on Joiplay or without joiplay, I'm on the 0.3.6 Patreon release so a little help please
Sewer Guide
Buy the collar reader and meet the mechanics in the building behind the bar (using the crowbar).
Wait a few days.
Meet them again.
Buy the scanner.
Place and retrieve the scanner 3 times till it detects the sewer.
Hang out with the chuds after bartending 5 times or give the chud king 5 wallets. Buy the sewer exploration kit.
Wait one day.
Go into the sewers after your shift.
Explore all the rooms (shovel to clear the mess is in the room with the arcade)
Turn on the lights in the tennis court.
Turn the crocodile off in the pool.
Visit the stinky room.
Go back into the sewers to be contacted by the chud king if you haven't already.
The sewer manhole upgrade should now be available.
There are 3 upgrades with an intro scene for visiting each one and 2 unique scenes at all 3 locations (for now).

I thought it was clever wink at the audience using the concept created in the game. Apparently it's using an already existing concept from a movie referenced by the game. The double entendre is there, i praised it, i said it ended up being funny and i thought it was even cute because it did not come across as funny in a malicious way.

oh, and also some replayable mini-scenes outside the bar or when the bar isn't open yet (like the ones with chuds in the sewers)It's one of the rare gems I replay once very couple updates even if I lose a save or an update screws them up for some reason. I have one small gripe with the game though, which is that both bartending and waitering minigame lack a risk mechanic making them a pretty repeatable and grindy experience once they get stale.
Catherine's goal is to make the customers as thirsty as possible to make them spend money, but there should be drawbacks for going overboard. For example during waitering she could lose shift time for getting "tied up" with customers forcing you to "keep your cool" initially, but allowing for a different... income structure as her lewdness goes up. I'd very much enjoy, as a player, having to actually consider my options according to the tone of the game, having to balance income with how far I go with the customers, rather than just going ham on every lewd option available in the skills menu.
You know, more risk/reward and random factors in minigames making them more engaging and fun, but also keeping the option to go straight to business if you want to.
- Some random resource trade mechanics would spice the management side a little bit. For example during bartending Chuds, if provoked enough, could randomly grab Catherine from behind the counter for a a long kiss taking shift time, but decreasing fatigue. The way the games work now it's pretty much the same optimal combination between skill unlocks/lewd stages.
- Mood bar management above just maxing it out would also be a great addition. Even something simple like increasing base pay/tip for mood, but cutting the shift short and zapping the crowd if you go above whatever threshold Catherine is able to take at the stage of the game you're currently in (or ending up in a rowdy interaction when she's ready for it) with random events allowing it to slightly rise/fall on its own forcing you to actually pay attention to what you're doing. Things already included (like topless, flashing, lewd drinks) would work perfectly as mood increasers with rests/regular drinks/covering dem tiddies as cool-off skills.
- Catherine could also have her own heat bar forcing her to publicly masturbate (increasing mood significantly) or even, later in game, close early. Customer interactions could increase the bar forcing you to control it at times when, rather than for example getting petted by five cyborgs at the table, you want to make some rent money.
Anyway, great game!
