"Sad."
Ah, yes. Because they definitely had it on the backburner this last ten years. And were legally allowed to bring it and all the code for it along after the company fragmented. Instead of the 1 that they actually had.

And Japanese porn games totally are up to the same standards of AAA gaming, which that statement would actually apply to. And they totally still had all the original staff and the experience/skills that come with them 9 years later. And even the ones they still had, skills you aren't using are lost over time. You expect them to be just as fresh at it 9 years later as if they'd began development the day after AA2's release.
And its totally not like they had to re-code the whole thing from scratch. One because they cannot legally bring old Illusion code with them after the fragmenting, two because its a new engine. And programming is by far the most expensive and difficult part of game design. Its not unheard of for the code department's budget to eclipse that of all other departments combined. There's a reason games are getting buggier and buggier. They totally find the bugs, production just refuses to sign off on allocating the budget to fix them when they have no idea if the massive coding moneysink would be worth it when they don't know if the game will even sell.
Even Capcom, one of the few AAA companies that isn't 1000% full of shit, got hard stumped by this exact new engine issue with Monster Hunter World and cut a lot of content out of it. You expect a porn developer with one year of dev time, considerably fewer resources/skillsets, and the legal and growing pains of fragmenting and starting a new company to do what Capcom failed to do when given 4 years, in a period of stable company growth, for one of their flagship IPs.
Sorry for laying into you like this, but it just really pisses me off when people who know nothing about the inner workings of the industry get entitled and slander and insult devs for not giving the world to their rotted dopamine-brain. Illusion has had shitty behavior for years and this game isn't without it, but what you've stated is not among that.
There's plenty of real reasons to hate Illusion or be disappointed with this game. You don't need to invent new ones.
