Pretty much. Any new Debbie content following her design revamp will have her new face. For example see the main story and some of her interactions in Jenny’s story compared to her own storyline.

To add some information, Jacky is missing in Ronda's update and DC's current position seems to be that Jade isn't supposed to get scenes anytime soon, so she likely won't be part of it - though that may change while they are working, as so often... Next to that the latinas will be part of Judith's update.
Last but not least I'm not sure why Judith's update is supposed to take a month longer than Ronda's and Annie's?
No, it'll only add one scene for her while everything else will almost certainly stay as it is until she wins a poll for her full rework.
