The dialogue input is for Admiral Sploosh at the pier. When you talk to him, he'll repeat these dialogues, so people get the chance to have Sploosh saying one of their lines. I'm not really sure how many people actually read them, though.

Yes, because the dude coming out claiming he did a research that returned nothing while the thread has been talking about it for ~2 weeks and the in-game changelog listing everything in details makes a real good excuse for him to not find anything. Probably the same as most of the other builds : art is mostly done and the posing/dialogue is stalling behind. Maybe they can't figure out what to do > lewd batch 2 in a month or so then the coding build or cluster everything together and release a giant mess around Xmas.
