You're looking at it the wrong way. People aren't complaining because they're getting extra scenes, they're complaining that there's yet another pre-tech update instead of an actual update. Just because people want to see characters getting developed with their quest doesn't mean more scenes aren't welcome.
Saying that DC was right all along for making updates have like 4 scenes max because people are tired of pre-tech updates and want the game to finally get to regular updates again is straight up wrong.
In that case one would have expected at least a somewhat measured response. Sure, most people want more scenes, too, but they aren't willing to accept longer development times, as it seems. For DC it seems much safer to just not care about additional scenes, like basically at all. You may get the basic, usual complaints, but at least no additional ones on top.
I personally like these scene updates, too, but they have never been popular among the wider public, as most people simply comlain that the character(s) they wanted didn't get one.
I think most people agree that the game could use a better scene to gameplay ratio, that doesn't mean you can't get tired of scene batches being the only content you're getting for a long time. They don't contradict each other.
The fact that the responses have been almost completely negative doesn't suggest that to me, to be honest. It's indeed not a contraction, but given that close to nobody voices what you say, we are probably lucky that DC doesn't care about public opinion in these regards anyway, else he might draw the wrong conlusions.
