Buying the shore house caused the window notifying me that the key had been added to my backpack to hang on the screen, so it showed up any time I talked to someone or interacted with anything.
Reloading saves from before the issue seems to break quest progress, so items that should show up aren't there anymore, and some events keep triggering over an over (classroom intros).
This is the fastest I've hit a game ending bug so far, so yay v.15, you've outdone yourself.

Talk to Dexter at the basketball court behind school to enable spawn of book inside his locker.
Also if you have console enabled use the following command to enable dialogue skip.
preferences.skip_unseen = True

Try the door behind the normal upstairs regular event (the headmistress story is NOT within the regular event that was 14.5). Just to the left of the upstairs is the correct event location.
