Since he was still drawing Debbie content on stream as of yesterday, smart money is on "nah".
Most likely 'nah' ! He was still drawing the new MC and Debbie's Bathroom event not long ago! And in one o his last streams we can see that he was spending time on a Dimitri (the mob guy), a character that only appeared on events before the ending of Debbie's story! So, don't be surprised if the next update be a great 'nah'
No and there won't be, at least not for a long time, since her route is finished. Unless you're lucky and they do a little update when they migrate her route into the preview of the tech update.
May was the initial preview of the tech update which had all of Jenny and Debbie's previous content migrated. July's update added most of the teacher content. September was mostly UI update.

The plan for Mia is to give her an eventual rework, but it's low on their priority list. If you're still curious, the next thing they plan on adding is Rhonda's route and hiring a Secondary team to re-add Eve's route .
She's still in the game, the stable version, v0.20.16, still available directly from the developer's for free.
