Anything on this list. It's not linear. Literally could be Debbie rework, Pizza, and additional teachers stories additions in next update. It could be Debbie rework, some of the town minor characters additions, stats update. It could also be something not on this list, but is on DC's internal communications with the development team. Roll the dice.
All that we know for sure is that the next update will have something updated on Debbie's rework.
If you're a subscriber, you can see the tasks still needing completed for the Tech Update. It's been awhile since Username7 posted anything, but: you can go through their history - they were pretty good about sharing what subscribers knew.

Debbie, Diane and Main Story are the focus right now. "Minor Town Characters" should also be highlighted as WIP since some of them are in the Tech Update and partially done like Ivy the Sex Shop Clerk with her "other Moneymaking Business", but they didn't highlighted it.
And everything that is blurred out is not in the Tech Update.
How many updates did it used to even take to get just 1 girl done before the 'tech update started'?... was it 1 or 2 or 3 updates?

Because Windows is trying to warn you not to waste time on lousy tech-update and play a more complete game instead. Listen to Windows it's trying to keep you from wasting away your life.
I have seen 3 preview scenes of the bathroom and the kitchen scene, are there any more scenes I haven't seen?,and for developers can you make the original version (not the tech update version) smoother?

The developers don't communicate here. If you want to ask them something, do so in their discord. As for v0.20.16 - they are not doing anything to it at all. They are focused on v21.0.0. - v0.20.16 will get no further updates or tweaks (except maybe a new android APK should a future android version not be compatible and they have not completed v21.0.0).
Genuinely cannot wait for DC to move onto the "4k Tech Update" once complete milking the HD tech update.
Wild to think people actually thought they might get some Rhonda content back in 2022-2023. This game is dead. It hasn't had an actual content update in years.

All art has been drawn in native 4k for years.
It's been cropped to 4:3 display and reduced on screen resolution before putting it into the game up through v0.20.16. v21.0.0 is now 16:9 display ratio, so no cropping necessary. I think it is reduced to 1920x1080 before adding to current game, however. I have not checked.
I thought a major reason (not actually stated by Kompas) for the tech update was to be able to get the game on Steam.

So, we're talking when he's close to wringing the last bit of joy of drawing for the game. When he is close to putting away the Wacom pen and pad. That is many years from now.

No way will Summertime Saga be on Steam. Not with 'college' being actually high school.
There's always an option of doing yet another tech-remake-update, where he'll spend a few years renaming "school" into "college" and redrawing all of the "college" backgrounds to look like an actual college.
