It's a proof of concept* and likely this is intended for their current supporters as well as others who may be interested. That's the whole point of a proof of concept: to showcase a vertical slice of a game in an effort to gauge or generate interest. This is extremely normal.
For what it's worth, I did a tiny bit of digging and this group has been working on the project for about 7 or 8 months now. Their very first post on twitter is from July 2024 and is introducing the cute bucktoothed reporter girl shown in the OP.
The art is hand-drawn, and presumably these folks all work day jobs like the rest of us. This doesn't feel like a cheap cash grab to me, they've put some work into this project and released this version likely for the sake of gathering feedback and generating interest.
Again, this is extremely normal for indie developers. Perhaps you've played demos in the past? Same concept. It's silly to go into a demo or Proof of Concept build expecting a game with substantial amounts of content.
It's like expecting a full course meal when someone asks you to taste a dish they're working on. "This doesn't fill me up!" No shit, Sherlock. You're just a taste tester.

TBH this does look a lot like AI CG, or otherwise fake. The characters in the previews only resemble the original.

So in legal and marketing speak, this only means that the characters depicted in the game were created by Andava. It doesn't say that the artwork for this particular game was created by him.
Kinda the same like "Yogurt with Strawberry" which sounds like a "Strawberry Yogurt" but there's only 0.1% strawberries inside - just enough to find chemical traces - and the rest is plain yogurt with sugar, artificial flavoring and food colorant.
The customer believes he buys a high quality product with actual fresh sweet fruits inside, just because of the wording on the label.
Or the famous Oreos - advertised with milk splashes on the package logo, but there is 0% milk inside and instead the stuffing is the cheapest palm fat with sugar.

this very clearly isn't AI CG lol. Also I'm pretty sure someone will/can just @ Andava and ask. They might have already done so and it just hasn't been posted.

You can check their pages directly yourself. They state pretty unequivocally that Andava is working on this project.
Andava's own Gumroad page actually sold physical copies of a limited run of Temple Valley Memories comics a while back, too. Not once, but twice apparently. Seems pretty official to me.

But given the nature of this artist's comics, i'd be surprised if there was some sort of rational acting behind it.
Also in case you missed it, other creators like Uberpie trained SD models of their own artwork and make games with it...

If this is a genuine question, there's only 1 boy in the line and he's on the furthest right: Alexis. Andava tends to like athletic and skinny petite girls though there should be some curvier women added throughout the game since they want the full roster of his OCs in. Also some of the girls will probably fill out since this game is supposed to take place over years timeline wise.These girls look suspiciously like boys
The dev notes mention that the first character they're adding after the full demo comes out is Eva, a chubby goth girl.
