I have tried the following:
1. Switching system locale to Japanese
2. Using LeProc to make a local Japanese system locale.
3. Use Arc_conv to extract the game files and rename the data.wolf folder to just data
However none of these actions fixes the problem. Any help would be appreciated.
I am on 32bit windows 10 if that is relevant information
