In my opinion , if the idea is good or just bizarre enought to grab peoples attention, yes, absolutely, go for it. Look at this guy for example:

His drawnings were really bad but the story was interesting enought to grab people attention, and he got help from people who actually knew how to drawn.
If you want a more proffesional example, this is what Higurashi and Umineko characters looked like before Ryukashi07 got help from proffesional artists:

I agree with you, this game is ABSOLUTELY BIZARRE to the point you cant really make out how much its serious or just parody and its in no way comparable, im just saying there is no reason why someone with poor artistic skills cant be a really good writter or at least an original writter. Even if this turns out bad or just weird like it is right now, i think there is a certain charm in that. Its only a matter of waiting now like you say.as i said,
